No.. it does not. It does exactly what UFO4P does as well is almost identical to vanilla aside from the minor position change... It does not remove any precombines nor modify precombines. To further explain... the worldspace records are 'Persistent', so they can't modify precombines even if this mod tried to.

I remember starting way back since Oblivion's "making of" video. They claimed the creation kit/whatever at the time used a grid based system so they can piece together unique interiors and worlds and all that but without having any gaps or visual errors. What do we get in every game starting from Oblivion? Gaps, everywhere. Props to you for fixing something that Bethesda never will. I won't download though since I have too many mods already, and rarely visit this area. I just like seeing years later what the community still has to fix.
I see you were also unable to fix the issue that causes this area not to act like water. I was able to snap these gaps together in the CK, however there are no rain ripples on these surfaces now and I sink in the deep parts, even without PA. In other words, the game seems to treat this area as land rather than water.
I wonder, could a new, functioning water texture be placed over the top in these areas (being careful to line up tiles as closely as possible with that unique dam tile so they don't clip on the other side) in order to add the water physics? I suppose this may cause some areas to appear darker though huh?
Perhaps said new textures can be made invisible somehow while still retaining their function? That would solve clipping and discolouration.
I thought this was included in the fallout 4 unofficial patch, so I never installed it... But now I see it isn't included in the patch according to some comments below so I will now install this mod.
Which is weird, since UFO4P does alter this exact record. IIRC(?) UFO4P moves the water horizontally a little but leaves the ugly gap, whereas this mod moves it vertically. (I merged them together which seems to work.)
I first ran into this when working on Beantown Interiors Forest Grove Marsh update. I thought it was a bug I created and spent several hours trying to fix it only to realize it was in the vanilla .esm.
It drove me nuts too but, I left it expecting UF4P to take care of it.
Well there is the placable water tile in front of the dam right there where you can't swim but, I haven't been able to fix that! The Placable water seems to work differently then the worldspace water so you just walk on the river bed for a bit.
