I am tempted by this very much having just played through (for the first time after getting it cheap on steam) bioshock infinity and wishing it had been a larger game, actually I liked burial at sea part 2 better because it was more thief sneak like and hated the end of that which was just weird, why kill of a great character like that even if it did stitch the last game of the series to the first one as a prelude.
Another idea would be to try to recreate the giant city of that game in a cell with day - night cycle but away from the land, the idea it is in the middle of the Atlantic or the pacific and rehash the Quantum particle idea from the bio-shock game's, in that the particle exists at a fixed height so is not actually anti gravity but does much the same thing by allowing object's to be built around the quantum material and so float at that altitude which the particle is fixed to.
Or a more realistic version based on the many world's version of quantum mechanic's, in a distant world there is a mountain range reaching as high as the Himalaya mountain's but in your world there is not in that very same location, the idea is that somehow a physicist has managed to coax part of the matter of that reality to co-exist in both reality's simultaneously through some form of quantum entanglement and this allows you to build structures and building's, even floating island's around that matter using it to support the weight of your structure's, they then seem to be in the sky but in reality are partially in another reality through there connection to that matter and are in reality built upon mountain's that you can not see because they are actually in that other reality/dimension, cue flying city's, part of building's projecting from one reality to another so that they appear to float like the top's of skyscrapers in the cloud's etc, invisible roads' in the sky that quantum sky tram's can travel along and even a superior form of stealth boy that does not bend light so much as displace your mass into a quasi other dimensional state for a few moment's using some kind of entanglement and then of course new enemy's, quantum invaders sliders style from other reality's.
