now if only there was a mod to remove the pointless "startup and spindown" animations, where the character dosent stop/start moving until half a second AFTER my inputs.
The quickest, simples and most compatible way to equalize movement between first and 3rd person is simply to increase animation speed to 115% in the console ([player.setav 000002d2 115). It will look a bit Charlie Chaplin-ish, but at least you'll have the same speeds in both views.
Personally I've been working on a more thorough fix where I've increased 3rd person animation speed by 5% and adjusted first person movement (slower) to equalize, but it's a huge task and I already knew beforehand that the result won't be great so I've stopped development.
EDIT: A quick solution for the Roleplayers out there is simply to add a batch file (walk.txt) so you can quickly enter the console (type "bat walk") and modify the 3rd person animation speed when you want to walk around in towns, or follow NPC during quests in a fashionable manner.
This mod didn't do anything for me so I tried your command and while it works somehow, it also speeds up first person movement as well. So before a distance I sprinted in 1st person in 9 seconds took me 13 seconds in 3rd person. I played around with the animation speed but it just changes the difference, it doesn't equalize anything, i.e. with increased animation speed I sprint the same distance in 3rd person in 10 seconds but then in 1st person I speed up to finish it in 7 seconds. Guess I'm just not gonna sprint in 3rd person, since it's literally slower than normal running for me. Sad, after I went through the trouble to center my camera and fix my crosshair and everything.
The Dev's themself's dont know wtf their doing, just try to press A or D to strafe left or right when holding the Gun the player jumps almost 1 meter in that direction, makig it impossible to aim. Most times bullets go trow enemies head's not hiting anything, This game never changes no matter the amount of mods. ( Tried to play it again after 10 yrs, but is more frustrating than fun ). Compared to The Punisher from THQ, fallout 4 really sucks.
Yeah i do not understand why bethesda wanted to enforce these weird caps, it renders the speed benefits useless for some things. Also regarding the 3rd person power armor sprint, jarari found a fix for it, though i think they overcorrected and you sometimes move faster than you should be? But still nice to have. I kind of wish all these fixes could be rolled up into one but still fixes are fixes and it's nice to have. (Doesn't work on power armor sadly)
This mod didn't change anything for me (in a minor modlist). With 2x Sleek and 2x Sprinter, sneaking 1st person vs sneaking 3rd person have the same result as if this mod is not installed: 1st person is almost 40% faster.
The problem this mod tries to solve is third person movement speed being significantly slower than first person movement speed under certain conditions (sneaking/encumbered or sneaking/leg broken).
When NPCs are in the same condition, do they move at the player's third person movement speed?

This mod has a different purpose.

Salute to you my good sir.
