Having the same issue as other people are, can equip armor but cant see it. I've tried disabling all my mods and even uninstalled my game but im still having the issue.
I hope you read this but could you make this change to other creation club outfits like the Chinese armor, the space suit, the captain cosmos outfit, the doom armor, etc. and put them all together in one file?
What exactly did you do in F04 Edit that makes the armor 100% visible and makes all the armor over it invisible? Because that's what your mod does but I'm not sure how to duplicate that.

I tested it in game and yes this mod does indeed still work! I am able to put Railroad ballistic weave on it as well as a second misc mod. It also allows me to wear armor over it aswell. No issues.

Love the outfit, and I use it with both upgrades, but it would be nice if I could lighten my mod-load with just a single fix.

(and if you could sneak-in a version where the pants are also used with a Atom Cats jacket, well, that would be all sorts of spectacular.)
