As to the M72 (actually I believe it's the XM72 if we're being picky) it isn't shaped ANYTHING like the FO4 Gauss Rifle. It looks much closer to the FO3/FONV model than the blocky FO4 model. It's safe to assume there are simply more than one model of Gauss Rifle in the game's lore.
That said, does this mod add anything else? As in, if it just drops the ammo count, what's the reason to even build the capacitor mods? Do they increase damage or...just nothing?
The capacitor mods still increase the damage, as well as keeping the aesthetic changes to the weapon. The only thing this mod does is make it to where the magazine count is always one.
The original M72 gauss rifle in Fallout 2 had a magazine that held 20 rounds of 2mm ammunition. The Fallout 4 gauss rifle was a return to that original concept. Much more lore friendly that the single shot Fallout 3 version. There's a mod for Fallout New Vegas that gives you the original M72 gauss rifle and I love it.
In summary, if you prefer the gauss rifle to fire only one shot before requiring a reload, This is the mod for you. If your concern is more about lore/realism, don't feel like you have got to use it; because it's just as lore friendly and realistic to have a gauss rifle fire multiple shots before reloading.
Gauss guns can fire one or more projectiles in rapid succession. One shot per magazine is fine if you like it that way; but it's not somehow more realistic than multiple shots per magazine. Yes, the one from FO3/New Vegas was single-shot, but that was also quite possibly an earlier version of the weapon, given that the gauss rifle in Fallout had a 20 round magazine. Fallout 4 reverted to a multiple shot weapon, a third different design than the two previous iterations from FO2/3/NV.

I love this concept, and did something similar using FO4Edit to the the Pipe Bolt-Action Rifle. I usually tended to steer clear of this beast of a rifle because it made things too easy, but having one shot per reload would be an interesting way to balance that out.
