A fix for an issue myself and a lot of other people are having with the Jack Cabot quest line where he wouldn't initiate the quest completion dialogue during the "Talk to Jack Cabot about the artifact" objective. Now he will initiate the dialogue as he should have in the vanilla game and you can complete the quest without console commands.

Keep in mind this fix was not meant to be used with new games. This bug will not necessarily occur on every play through. I haven't tested it on a new game, so there may be unintended consequences if you use this fix with a new game. If you are starting a new game or have started a new game be sure to deactivate this. You can reactivate it if the problem occurs again.
Yet another fix for a weird game issue. After google searching when I had this issue, I realized a ton of people are having this same problem, and so I've decided to release a fix on the Nexus for people who don't have modding/console experience or prefer not to fix the game with console commands.
After killing Lorenzo, the quest eventually leads you back to Parsons State Asylum to "Talk to Jack Cabot about the artifact" which is where the issue lies. If you encounter Jack after awhile when he becomes old, he will not initiate the dialogue to end the quest. After peeking around in the CK, I realized this is because there was a dialogue condition issue due to the fact that Jack becomes old (and according to the game, an entirely new character). Bethesda used the ID for the young Jack and not the old Jack, and therefore he was unable to initiate the dialogue.
It's fixed now though! Enjoy.
In the future, I'll possibly be adding another edit for another small issue this quest has. Generally when the player arrives to objective location in the Parsons basement, Jack will not be there (possibly relating to the fact that they have to remove the original Jack reference to be replaced by the old Jack reference). This can easily be remedied by sitting in one of the chairs and waiting an hour, but if you ask me Jack should already be there.
