Yeah, this actually isn't a bad idea. Nice job. And of course it's optional if not your thing. Probably good for heavily modded games that increase difficulty in general. Just a nice helping hand at the start with limited use.
Based on the mod name, I thought this would be a tweak that turns Preston into a 400 pound guy. "Got any pizza? I'll trade you this Minutemen General's uniform for some pizza."
Yeah, I wouldn't sweat the game balance thing. Bethesda themselves already broke it by arranging things so that the preferred story path (following Codsworth's advice to check out Concord and the Museum of Freedom) gives you power armor and a mini-gun in the first hour of your game. It was done so casual gamers can have a 'movie trailer' moment right off the bat. A fat man and its big, purdy explosions will give you even more cinematic goodness, so why not?
