You would have to put it directly on the face texture, which makes all the characters that use that same face texture have the same tattoos, freckles and so on. There is no overlays made for it at this time, I've tried and looked around for info on it. The way the race is made, it is very hard to do, a lot of work. I would upload the face textures, but I need permission from the creator of the AnimeRace mod, since it is their texture, just manipulated.
You need a photo manipulation program, like GIMP, which I use exclusively. Then you take the face overlays from other mods, like looksmenu compendium and place them as a layer over the top of the face texture. It takes a bit a work, but it's worth it.

That would require more than just a simple eye texture replacement. I believe you have to make separate eye meshes and material files for each eye. I wouldn't know entirely what would have to be done for that.
If you look deep into this mod: https://www.nexusmods.com/fallout4/mods/19095?tab=files you will find that it has replacement eye meshes, that have new "face_bones" and new "skin_bones" for each eye within the NIF files. That is a little beyond my knowledge, to edit meshes and make new bones for those meshes. I hope that steers you in the right direction. If you need other eye textures, I might be able to help, though.
How did you manage to customize the skin of the Nanakos? Im amazed you got Tattoos on them! That and also you got them with freckles and long blush across the face
I put the tintmasks/overlays from another mod directly on the face texture. Unfortunately, this makes it so all NPCs have the same look that uses that face type. I am trying to find out how to make true face overlays, that way I can make some decent mods for it to upload.

Half way through uploading it, I realized I don't have the permission to upload an edited version of the main texture file. Once, I do, I will upload it with a quickness. Sorry.
I did it directly on the face texture, but if you do that your character will not be the only one that it shows up on. There are 3 types of faces and any NPC that uses the same face type will be sporting the same look.
