Since the mods from the actual outfit are from the normal leveled lists, and two pieces of black ops armor are in the vanilla game, it being a vanilla armor set, there would be no reason, just imagine sturdy combat armor.
They are sold by vendors in either diamond city, Vault 81, goodneighbor, and bunker hill. They are sold by vendors so they arent a random drop, they act just like the black ops armor does in the vanilla game.
