I'm going to be moving all support for my city plans over to the CM (Collective Modding) discord, and specifically, the -ss2-addons-city-plans channel on there. Discussion and comments will be locked on here from now on. Bug reports can still be submitted if necessary.
I don't know whether it's this City Plan or something with SS 2, I can't find any information on the issue I'm having.
At one point I fast traveled to Tenpines and all the buildings 'exploded' like the city was being refreshed, but nothing rebuilt. I loaded from a previous save and after a while tried just walking there and there was no issue. But it's happening again now when I just approach the settlement. I am going to load from a previous save again and leave it, so that maybe when I return later it won't do that. It's very strange. Not having this issue with other settlements, but it still could very well be something with SS 2.
It's a problem with this mod, several other people have reported it to. The L1 plan is blank, so as soon as your city hits that size, the whole thing explodes. Obviously with a plan that's blank it won't then progress any further so you never see L2 (which works fine if you console your way there.)
For what it's worth the mod author has recently posted a new plan for Tenpines so it may be worth swapping to that.
Yeah, I have no idea how this got posted in such a screwed up state. I thought I did it all correctly. I need to try and locate the save games for the various levels of the plan again and see if I can redo it. IN the meantime, as indicated below, I've made another Tenpines plan that I'm actually pretty pleased with. Hopefully, it doesn't exhibit these same behaviors.
I think this is now fixed. I tested with city plan upgrades through all levels, and it seemed to work this time. Please let me know if you still have issues.
Thanks so much Zhinjio. Really enjoying your plans - mimimalist but fully featured, it's great for performance and for leaving space in case I want to customise things.
I do have a question - the SS2 salvage beacons by default require both a caravan and a comms municipal to be built. Obviously you replace the caravans with ILS (another reason your plans are so good, ILS is absolutely mandatory for me) but I haven't seen a Comms municipal get built anywhere, so the salvage beacon stuff never gets going.
Should I be building a comms plot myself, or is there something I've misunderstood that means we don't actually need one (or your plans contain them and I'm just dumb and didn't see it! :) )
No, you're not misunderstanding. You do still need a comms plot "in range" of wherever you're going to plop down the beacon. I think the only one I have that has used one so far is the green zimonja one. And mostly because until very recently, I've never used the beacons (more fool me), so didn't understand the requirement. I haven't decided yet how to approach this. Whether to include them in the plans, or as you say, just leave space for them. Also, I don't quite have a grasp of the range yet, so placing them strategically so most major stuff is in range is something to think about as well.
The only truly required mod is SS2. The rest are only required if you want to use the exact city plots that I used in my plan. However, if you don't care about that, it will replace them with another plot of the same type. Your mileage may vary at that point, however.

... But there's a problem. It deleted EVERYTHING. And now there's NOTHING there.
Edit: Used the console to upgrade to level 2. Everything came back and Level 2 works as intended.
