Been a hell of a long time since I looked at this but I think you can get away with not using Horizon if you use something like https://www.nexusmods.com/fallout4/mods/3528 the whole Horizon thing is only because I didn't realise back then that it expanded the default build area.
I would love this, unfortunately, its dependency on a massive game overhaul mod sorta kills it for me. Really don't want to have to play a much harder game just to get one sim settlement plan.
Hey man, i love your plan but its missing things. Here is a screenshot https://imgur.com/a/mLLcFI4 all this gave me was pretty much just the outside walls and some plots inside the homes. It also says "Warning missing plugins?" I have everything except the high res texture pack that is required to download this, however I do not know what it means by saying "Creation Club Content" I'd love to have the city plan that has the actual fort on it (In this mods fourth picture from the left)

This looks great.... but I'm not sure what is needed to have all of the buildings as there are plenty of walls and floors missing or how to remove some of the nonremovable houses.
Should be able to remove the items using the workshop framework needed by sim settlements, ins key will toggle the ability to remove extra items, only mods I used for construction are the ones listed so I am not sure here, which walls/floors are we talking about? if you can throw up a screenshot ill take a look and see if I screwed something up, I have been working on a new version to make the fort structure out of Vault Tec pieces already in game.
I have just found out that I am completely wrong and some of the removals and items were from Horizons Architect, removal of some of the items doesn't work without that or something like scrap everything. Working on a version to get around the cockup!
Found what I think may be a good fix, for some issues and removal will do some testing and throw up a new better version if it works.
So it looks like in my ignorance I didn't realise a mod I use expanded the Sanctuary build zone and allowed certain scrapping, Horizon is needed to do the build I did..
Noticed that after removing all those objects...you dont have any precomb/previs generated (only a esp in the folder)
Edit... So youre showing your cleaned up pics... Ok but removing all those trees and buildings especially might cause issues to your game and others when they do it...(disappearing objects,flickering etc.. from all the broken precombines and some fps loss )
Only just started messing with being able to export Sim Settlements layouts (didn't even know the possibility it existed till a few days ago) still working out what I can do with it.
Edit: Ahh see what you meant now, there is a lot of gutting that needs to be done to use this without a horrid mess showing, the ghost flickers I have only had when flying about using the workshop and you see the ghost of the town when at a big distance but I haven't noticed any issues just normally.

Oh, Creation Club bit is complete tosh, no idea why it selected it (I may have just miss clicked?)
