Love your S7 Skills mod. I'm trying it with True Damage and SCOURGE Looks like this mod could use an update though. Shotgun Surgeon seems to still give damage bonus. I think the skills themselves are also giving a damage bonus. Are they supposed to do that with True Damage?

Quick question - I've pulled True Damage out of the load order in favour of Deadeye & DirectHit, which use an unleveled damage system too...I think. I'm using Unleveled World and Scaling Flag Remover with SCOURGE F4SE and Game Config Menu to tweak damage scaling.
Is True Damage a hard requirement for this patch? It doesn't show as a Master in MO2, so I'm assuming this should also work for my load order.
Yes it should be. The only vanilla perks I changed in last S7 update were damage ones, and the True Damage patch only touches vanilla perks to remove the damage. This patch should still be fine.
I don't think the order of S7 Skill System and True Damage (main mod) matters. I usually load S7 Skill System late so that it overrides any other perk edits.
This patch needs to go after S7 Skill System and True Damage Perk Module.
I'm using True Damage, it's perk modules, it's Munitions Patch (the one that audixas made), Scourge, S7 (the most recent version that needs the Robco Patcher), and this. I did the script register/unregister thing that True Damage tells me to do. I did the compatibility mode that your mod tells me to do even if I have this Patch, and I'm getting damage values of like 2 for a 10mm and like 3 for a .357. It's taking multiple rounds to kill rad roaches and such. I feel like I'm either doing something wrong or there's an interaction that I'm not understanding. I would appreciate any help you could give.
side note: I think S7 is one of the most creative skill concepts I've seen so good on ya.
That's a conflict on True Damage, not with my perk module.
Basically, True Damage adds a perk that reduces ranged weapon damage by 90%. Instead, damage is put onto the Ammo record. For example, 350 damage on Ammo record equates to 35 damage.
If your weapons are doing 2 or 3 damage, then something is overriding the Ammo record and setting it to default, which means ammo records have 0 damage.
So not a S7 Skill System issue, but a True Damage ammo record issue. You have some mod that also touches Ammo records. I'd suggest loading your load order in xEdit and looking for conflicts in Ammo records.
This patch just patches perks so they don't give damage buffs. This patch DOES NOT touch any ammo records.

This needs to be updated for True Damage 1.09, which now modifies other perks not currently covered by this patch.
