These plans are built through Workshop Framework's import/export system, which is accessed through the "manage" option in the red settlement workbench.
Within the workbench options select: "Manage," then "Settlement Layout," then "Build/Manage Layouts," then under the listed "(Quincy) NLTC Gun Shop and Clinic" select "Use this layout." Finally, select the "Scrap Everything Here and Then Build It."
At the Quincy Red Rocket, the "scrap everything and then build option" still leaves behind a few things you'll need to scrap, like a workbench and some tires between the fuel pumps, a car where I placed a turret, and I think a cigarette machine inside the building, but those are pretty easy to find and scrap manually even after you've built the layout.
The Cambridge Red Rocket is probably the worst scrapping culprit. Tires, boxes, and cabinets galore persist after the layout plan there gets built, which is why I recommend just manually scrapping everything inside the building itself before you build the layout plan.
The other two Red Rockets in Lexington and Boston are pretty headache free when it comes to scrapping. If you build there without manually scrapping first, you should be fine.
An assignable clinic and merchant marker that you can assign settlers to in workshop mode
I'm sorry if this is obvious but I can't seem to find this, can you please tell me where to look or what category this is under in the workshop mode? Thank you in advance, I love this mod, thank you for making it.
The assignable merchant markers should be automatically built as part of the layout that gets constructed when you build the city plan.
Going into workshop mode after you build the layout should allow you to see the merchant marker (which shows up as a blue figure). Then you should be able to assign a settler to it much like you would any other assignable item.
The city plan itself doesn't add the marker to your workshop menu, it simply builds it in the settlement for you. If you want to be able to build the merchant marker yourself, you'll need to download the "Sim Settlements 2 Wasteland Reconstruction Kit" which you can find here: https://www.nexusmods.com/fallout4/mods/48960
But like I said, you don't need to have that in order to have the layout plan build it for you, but I think you would need it if you want to have it added to your workshop menu as an object you can build yourself.
If you haven't used it before I highly recommend it as it gives you access to a ton of new settlement objects. It's been a while since I've used it, so I don't recall exactly where the merchant marker is located in the build menu, but it should be found with all the other assignable merchant objects added by the Wasteland Reconstruction Kit.

I'm having problems with the settlement option is not showing up. I've followed the path but it says there are no layouts. I have all the required mods. Is this mod no longer working?

At the moment the only Red Rockets with layout plans are Boston, Cambridge, Lexington, and Quincy. Personally, I happen to like building at the Fort Hagen RR, so if I add another layout plan it will probably be for that one.
I didn't finished the chapter 3 now, But I found we can talked the romantic with her....So does player can have some romantic with this character Like Companion?
Any chance I could get some instructions on how to locate the Lexington bunker? it seems like the only pics of it on this mod listing are from inside of it so I don't really get any location clues and I have scoured Lexington and can't seem to find it.
I did try to make it kind of a challenge to find. Tough, but hopefully not too tough. The buildable workshop area there doesn't extend very far below the surface, so I had to build everything really close to the ground level, which causes the ground to clip through the ceiling in a couple of places.
