You can find it at the Advanced Systems Section of the Institute.
You need to "join" the Institute to recruit it.
This happens when Father tells you that the Institute is your home as much as his,
shortly after arriving there for the first time
There is a holotape in Advanced Systems that can reset its allegiances and make sure
that it listens to you even if you make an enemy of the institute.
You can kill it if it turns against you.
You just have to make sure it's not your active companion at the time,
such as by hiring a different one.
It uses an institute laser rifle.
It has the generic Gen 1 Synth voice.
You can use it as a settler, of course.
