BCR has a Post-Reload system using Tactical Reload that allows you to fix this by making an animation called "ReturnToIdle", and I tried to do it myself but the insane framecount (34560) of the WPNReload.hkx made it impossible without crashing Blender.
On god I swear please just please make munition optional, removing the master dependency is kinda hard on this one. Munition being a patch is way more convenient.
I don't understand why someone wouldn't want to use Munitions. It adds some variety and immersion to the game with an .esl file, which doesn't even take up a load order slot. Oh well, it's their game.
I love the mod but I have a concern I would like to address. You wrote in a bug report that the weapon is 1st Person only but I see it nowhere in the description, in fact, the description says that there is Leveled List Injection to NPCs.
I noticed some NPCs running around going hand to hand even when they have this Weapon in their inventory. I believe this issue is caused by this Weapon not having 3rd Person Animations, so:
1 - Why is it not in the description the fact that this Weapon is 1st Person only? 2 - Why inject it into NPC Leveled Lists when they can't use it?
Ah, ok. I have a really extensive load order and don't really like Leveled List Injections (I am a control freak). I created a patch that made this Lever Action Shotgun appear in the same Leveled Lists as the base game Double Barrel so it would appear on Raiders and Settlers early game. I am pretty sure I added the non-unique one and it still had this missing animations behavior for the NPCs. Must be something wrong I did in my end. Thanks for the response, I love your mods!
