About this mod
Adds a bunch of unique perks to the game. You need to craft them in a cooking station under LEGENDARY PERKS. They cost varying amounts of legendary components. You can get legendary components by scrapping legendary weapons/armor. The first perks become available at level 10, but most only become available at level 25.

About Vanilla Perks
It does, however, affect some vanilla perks, 3 actually. The Scrounger (Rank 1 and 2), Ricochet (Rank 4) and Idiot Savant (Rank 1 and 2). I'll add more details about the changes below. But all 3 of those perks still work as is, they just have some minor changes to them to work with, and stack with, some of the Legendary Perks.
This is important because if you have another mod that also affects those perks, there will be a conflict, and only 1 of the changes from either of the 2 mods will be active in your game. This could result in unintended effects. If you don't know how to make a patch, and have another mod that you know makes changes to perks, you can still use this mod, but maybe stay away from the 2 following Legendary Perks.

I will detail below both of those perks in depth, and include an explanation of what changes were made to the 3 vanilla perks mentioned above.
If you have the caps, you can use them to craft some Legendary Components in a chemistry station, under UTILITY. It costs 2500 for each one.
A note about Critical Hits
More than a few Legendary Perks will specify that it increases your Crit chance. This essentially allows you to land Critical Hits outside of Vats. It's very similar to the Chem Overdrive, which gives you a 25% chance of landing Crits, outside of Vats. All the effects that give a Crit chance will stack with each other, for example if one source gives a 15% chance, and another gives a 20% chance, and you take the Overdrive Chem, each attack you make will have a 60% chance of being a Critical Hit!
A note about Stacking
Similar to Crit chance stacking, all Legendary Perk effects will stack with each other, with vanilla Perks, and will also stack with effect you have affecting you. For example, the Legendary Marksman Perk gives a +50% damage when using Pistols (And grants ), this will stack perfectly with the vanilla Gunslinger perk
You'll notice lot of the Legendary Perks grant passive effects that are only active while the user has a very high SPECIAL attribute. I did this because it introduces a problem solving aspect of building your character. For example, the Critical Thinker Perk grants a +15% Crit chance only while you have at least 15 Intelligence. It's up to you to find a way to get your Intelligence that high.
The Perks, or at least, some of them...
I'm not going to break down each and every perk added. The photos I added will show the description of each perk. But there a few I would like to comment on.
The Difficulty Perks
Adding all these new perks to the game can, honestly, make the player pretty OP. That's why I created a few perks that are actually designed to make the game harder for the player, they are totally opt in, so you don't have to use them if you don't want to.
I get the sense if you take all 3, it would be equivalent to playing an about 2 difficulty levels higher, ignoring the survival difficulty. Doing lots of testing, I was able to determine that when I would die in 12 hits by the same creature before adding them, after adding all 3 I would die in only 4 hits.
Brittle Broadsider
The best offense is a good defense. You do more than twice as much damage, but take twice as much damage.
This is meant to find a, sort of, solution to the bullet sponge enemies problem. It makes the player simply do more than twice as much damage, in all cases, with any weapon type. But the player also takes twice as much damage. You will die much faster using this. And if you don't die, you will at least use a lot more of your Stimpaks.
Adrenaline Junkie
With little regard for your own safety, you often put yourself in dangerous situations. You take 20% more damage, but gain 25 Action Points. You also gain immunity to fall damage.
Similar thing, you take more damage. You also don't take any fall damage, and gain 25 AP.
Unstable Genius
Trial and error, I guess. You take 20% more damage but gain +30% Experience Points gained from all sources.
Again, it's the same thing. You just take more damage. But also gain a lot more experience points!
Other Perks...
VADS
Need a boost? Vault-Tec's Automated Defense System has you covered. Immediately consume Action Points upon taking damage to recover some of your lost health.
The idea with this was simple. If you aren't playing a Vats build, or simply like aiming and playing the game without Vats, their isn't much going on with your Action Points, you can use them for sprinting, that's about it. With VADS, your action points will be used automatically whenever you get hit, and you will
Note how taking damage causes my AP to deplete. I only start taking major damage once my AP is completely drained. In this clip I had about 400 max AP, so results may vary.

Buller Counter
There is a good chance to gain ammo when firing the last round in your clip. This chance doubles when you have the Rank 4 Scrounger Perk.
So, it basically does what Scrounger Rank 4 does. The vanilla perk, Scrounger rank 4 is edited to make it do nothing IF you have this perk. And this perk has its own condition that will check if you have Scrounger rank 4, and if you do, it will double the chance. So if you don't have this perk, and do have Scrounger rank 4, you will have the default 5% chance to gain ammo from Scrounger. If you have this perk, but don't have Scrounger rank 4, you will get this perks base 10% chance of gaining ammo. And finally, if you have both this perk and Scrounger rank 4, you will have a 20% chance of gaining ammo.
Thoughtless
Your head is empty, but that's okay! While you have only 1 Intelligence, you gain +3 Luck, Gain Ricochet chance, and get more XP from the Idiot Savant Perk!
This will affect the Ricochet perks rank 1 and 2. The changes are basically made to stack the chances of having a ricochet happen, similar to Bullet Counter. If you have Ricochet 1 and 2, AND have Thoughtless, you will have a greater chance of having a ricochet happen. Same thing with idiot Savant, the changes are made so that you will get the additional XP if you get the "Bright Idea" and have only 1 intelligence. Another note about this one, you do not need to Ricochet perk. This perk essentially gives you the Ricochet level 1 perk, but also buffs that perk IF you have this perk, so that there's still a reason to take it.
Alchemist
Turn cloth into Caps, Chems, or Rare Resources! Unlocks Alchemist recipes available in the Chemistry Station.
It adds recipes in a new ALCHEMIST tab in the chemistry work station. The recipes require herbs collected throughout the commonwealth, Hubflower, stuff like that, and also some common components, like Wood, Steel, Cloth, etc. Using those herbs and basic components you craft much rarer and expensive items, such as shipments of very rare items, rare Chems like Overdrive, Calmex, Daddy-O and X-Cell, and even some Bottlecaps. All the bottlecap recipes will actually grant you 200 bottlecaps.
Ghoulish
Increases your Radiation resistance the higher your radiation level is. Up to 400 Radiation resistance when you are at 40% Radiation. There will be a level of Radiation, around 18%, that you will struggle to get rid of.
It does what it says. You will gain lots of radiation resistance the higher your radiation is. And you will be able to heal your radiation, but once your radiation level drop below 18%, you will immediately start taking Rad damage, regardless of where you are. So, in practice, you health will permanently be 18% Rads. This is designed to work nicely with the next perk.
Ghoul Skin
You gain +25 Damage and Energy resistance while your health is at least 15% Rads. An additional +25 while your health is at least 25% Rads.
If you have Ghoulish, you will always have at least 15% Rads, and thus, have a permanent 25 Ballistic and Energy resistance. And, still if you have Ghoulish, it will make it so you can get your Rads higher, up to 25% without having to worry about them getting too high, via the resistance you will start to get.
Nuka Recruiter
Each kill offers a chance to receive a free Nuka Cola. The higher Luck, the greater the chance!
Basically what it says. You have a chance to receive any one of the vanilla and Nuka World versions of Nuka Cola. I put each of the Nuka Cola's into 3 tiers. Where you are more likely to get the lower tier versions than the higher tiers versions. You can see the items being gained in the top left corner. I also trigger Bullet Counter and get some free ammo too!

Cannibal
Custom of the Wasteland? Collect meat and organs from humans. Unlocks new food recipes.
Makes you say you can collect Human Meat from dead humans. You can also collect some organs too! You can consume it just like that, like animal meat, or can use it to craft some better options in the Cooking Station.

Vicious Hits
Grants the chance of landing Vicious Hits on enemies while using Melee or Unarmed. Landing a Vicious Hit will heal you, grant a +40% crit chance for 20 seconds, and cause the victim to take more damage. Base chance is 8%.
For this one, there are more Perks that unlock after you take it, more perks that extend the power and chance of Vicious Hits. There are 4 total Vicious Hits perk. Each one adds another layer of the perk. When you land one, you will see in the top left corner of the screen that a Vicious Hit has been landed on <Creature Name>.
Penetrating Hits
Grants a chance of landing Penetrating Hits on enemies while using non automatic rifles or shotguns. Penetrating Hits cause the target to take bleeding damage over time. Base chance is 5%.
Similar to Vicious Hits. There are 4 perks that continually increase the chance and power of Penetrating Hits.
Game Hunter
Killing large creatures in a single clean shot allows you to collect a trophy from their corpse, I'm sure it's worth a lot! You also collect more meat from all animals.
One of my favorite perks! It reminds me of hunting in a game like Red Dead Redemption. Essentially, you want to try to kill a creature with one shot, if you do, it will drop a trophy that can be sold for a fair bit of caps. The extra meat from animals will scale with the perk mag that does the same thing. The extra meat is gathered regardless of how you killed the creature. Only larger creatures will drop trophies, so no Molerat or Radroach tropgies.

Monks Flurry
Much faster punching speed while your Agility is 10 or greater. Incredibly much faster punching speed while your Agility is 15 or greater.
For those you want to play unarmed and punch their opponents into Oblivion. This only works while truly unarmed, no boxing glove or fist weapon will cause the increased speed. The gif below is not sped up.

Action Surge
When your Action Points fall low, you immediately gain back all your Action Points. This can only happen once every 60 seconds.
