Fixed a bug with the Blitzkrieg, Resistance Training and Halo Effect perks. They all had the same bug that when your SPECIAL stat got too high you would actually lose all benefits of the perk.

I use a sorting library, this updates some items by adding the proper prefixes to their names. It will add prefixes like [Food] and [RadFood], that will become icons in game.
