It spawns the soldiers that died in the checkpoints. Like if you end the game with the Minuteman you will have at the checkpoints minutemen, or Railroad you will have railroad agents, or Bos you will have bos soldiers, or The Institute you will have synths. If they die you can resurrect them using this mod.
so do you just craft them and then drop them anywhere and eventually some people show up? or do these specifically have to show up in these checkpoint locations, can they be placed anywhere or specifically in these locations?
They must be placed near a checkpoint. Also don't literally drop them – use them like you'd use any other aid item, and one will automatically be dropped for you. If you manually drop them, nothing will happen.
It would be good after the player will use Checkpoint Distress Beacon to apear a message with something like "Roger. Reinforcements will arrive in X hours" and after X hours another message will apear with "Reinforcements appeared" or something, so that we know that it would work. And more for other situations "No more reinforcements can be called", "You can't call them here".
You get a message if no more reinforcements can be called or if there's no checkpoint nearby. The beeping of the beacon is supposed to indicate it's been placed properly. I considered adding messages to indicate how long reinforcements will take to arrive / that they have arrived, but decided it wasn't necessary. I thought it would break the immersion a bit, and also, I don't think it's crucial information. It's just nice to see guards wandering around the checkpoint when you're in the area! I might add messages in an update though.
Don't thank me! Enclave guards are added by America Rising 2, not by my mod. I've just uploaded a patch that hopefully means the distress beacons are compatible though…

And how to enable them?
Would a patch for that mod be possible?
