For those curious about this random encounter and how it works mechanically, I'll detail it below. Aside from that, the requirements for this encounter are:
Complete the "Explore Kellogg's memories" stage of Dangerous Minds
Do not have a follower with you
Do not have Dogmeat with you
As for the encounter and how things go:
The encounter will spawn either one or two copies of a non-unique "Kellogg" NPC
If you kill the NPCs, they vanish
If you hit the NPCs too many times without killing them, they will die anyway and start a timer
At the end of the timer, there is a random chance of spawning a new "Kellogg" to attack you
Steps 3 and 4 have a chance of repeating until the encounter has had up to five "Kellogg" attacks.
None of these Kelloggs are lootable, and while they are technically capable of damaging you the amount of damage they can do is essentially nothing.
Oh, neat. So this is why back when I played on PS4 with a patch that just turned on things cut from the game (regardless of it was cut for a reason) why I got random Kellogg attacks.
Sounds correct. It's hard to know why this one in particular was cut, but I suspect handling damage for an enemy that doesn't actually exist factored into it.
Damn Kellog had so much potential. I always wanted to see more of him. I love the creepy scene when he's using Nick to talk to us ^^ Thank you for sharing, and for such good work as always ;)
Oh that's the fun part. They vanish when they die, and aside from the 50/50 chance to initially start with two, the rest will spawn in sequence as they die and get replaced. Combine that with taking effectively no damage and it's legitimately a neat encounter.
