There's always been something off with Power Armor in FO4, and it wasn't until I finally noticed it whilst playing Fallout 76 that I realised the issue.
In Fallout 4, the Idle stance for Power Armor gives you this weird bent legged stance. This is not visible in the animations and is due to the IK Configuration in the PowerArmorCharacter.hkx file.
In a sheer moment of luck I've managed to finally fix this pet peeve. I find it actually makes a large enough difference that now Power Armor looks less like a fat man and more heroic, which explains why it was fixed in F76.
This issue also actually exists in the human skeleton as well, though its alot more subtle. If people want, I can try this fix on there as well to see how much it affects it. For people to see what I mean, tcl and walk up about 1m from the ground and you will see this IK issue disappears, then tcl again and watch the legs bend after you land.
