such a beautiful build, but aside from the government buildings, the rest of the buildings and roads lined up at an angle/crooked and walls and roofs were turned in the wrong direction, would take hours to fix it all, so deciding to not use it, but the government buildings area is 100% Beautiful max respect for that part

The blueprint is just great, but my settlers didn't like it. I create the musing a cheat-terminal and they immediately end up down on the ground and don't want to go up in any way. I've made some stairs, but they don't want to use them. The settlers either wander around below ,or teleport to the jobs they are assigned to,and they don't leave those jobs...
It feels like there are no navigation grids at all, but how can that be? There are grids on each block of the floor, sidewalk or road from which this complex is made. Maybe they somehow disappeared when installing the blueprint?
I think this is just a vanilla problem. Settlers just like being on the ground level and will occasionally teleport there whatever you build above ground. This settlement doesn't alter game mechanics. If you fast travel in, they should spawn above ground. You can also quickly sleep or sit for an in-game hour and they should all teleport back to their jobs above ground. That seems to reset them when they go wandering below. For me they do finish their jobs in the evening and roam about as normal.

I put another store nex tto one of the shops on which the settler stands.Then I reassigned the settler to a near by store. The settler stop pedworking at the old store,but the new one did notmove.If you turned away and looked at the old store again, the settler disappeared,but did not appear in the new one. If you return quickly now, the settler will find himself in a new workplace. That is, they absolutely refuse to walk on the surfaces of your complex., I am very disappointed. You have done a great job and built a magnificent complex. But I can only use it for screenshots. It is simply impossible to play with the settlers there.
It seems to me that your blueprints would be much more useful if you placed them not on settlements with difficult terrain, but on flatter sites, like this one.
Okay. Not sure what to say. Aside from occasional teleportation to the ground, the settlement works fine for me in that settlers walk about and use their jobs. In terms of that link you posted, I don't like mods that mess with the existing terrain

You are simply incredible at designing settlements, and truly an inspiration for me, my project on spectacle island is a huge design as well. Well done, breathtaking.
Transfer stops at object 6815 (Oval Rug - Beige) and waiting even for five minutes did not help. I'm not that experienced with transfer settlement but seeing as you didn't specify any setting to pick during import I am guessing it's fine to import with the default settings.
I have only two mods that touch spectacle island, them being monorail to spectacle island and The Rebuild Collection - AIO. Even with them disable, the transfer gets stuck. I'd be most grateful for a solution, if there's one.
Oval rug - Beige seems to have a Form ID of 00081D not the number you quoted. It's from this mod. It could be failing to import if you don't have that mod installed. I think there might be an in-game setting for the transfer mod to "ignore errors" when importing so that the process skips items that fail to import. Alternatively, you can open the json blueprint file you downloaded, ctrl+f to search for 00081D8, then delete the following & save: (it should clear the issue).
