Could this be visible only during specified weather conditions? Furthermore, could one set time of day conditions for visibility? It would be nice to have this only occur in certain weather conditions, and at certain times of day like early mornings. Sunny fog in the early morning is awesome.
I think Base Object Swapper could do it, it would pop in and out on weather change though, and it would affect the fogs in the base game. I will search for a more satisfying solution.
Use an EnableDisable marker and tie the EnableDisableMarker to the weather spell, obviously you may want to tie all the Fog refrences to the enable disable marker, it will probably be overkill for the engine. You may need a script which set the uGrid5 relevant refernces to EnableDisable

Clearing the fogs and hazards from Far Harbor when choosing to lift the fog at the end would be a cool application of this.
I am still worried about pop in. The clouds in the sky fade in, but I think it uses a hard coded, scripted adjustment of the alphas.
The closest thing I could think of was Particle Removed as this mod literally removes any unnecessary effects. This mod is for atmospheric purposes and/or complimentary mod for any overhauls like Whispering Hills, NAC-X, etc.

Thats pretty easy,
add an EnableDisable reference to all references and tie to one of the DisableEnable marker of the quest stage X. Done.
Somehow, those ground clouds have made their way into the Commonwealth and I don't like it one bit.
