Sorry, I figured out why installing manually don't work for my mods.  I use "Fallout 76 Quick Configuration - INI-Editor and Mod Manager"
myself to install my mods.  I didn't think the way I pack my ba2 files had issue with installing manually, but seems like the game will not accept ba2 without all 4 texture files if you don't use mod manager.  There is d.dds, l.dds, n.dds, and r.dds.  For texture modding we don't necessary need to alter all 4 files, so I only packed files I modified.
Basically, it was my fault for not been able to install manually, sorry guys. I'll update my mods in a future so that manual install can be executed.
My mods can still be able to install 100% fine if you use Fallout 76 Quick Configuration - INI-Editor and Mod Manager https://www.nexusmods.com/fallout76/mods/546  It is very easy to use to install mods and it can do many more things.  I highly recommend start using it if you already haven't ;)

      are you still having issue?
which one are you trying to install?
the new version has different file name so you need to place the file name on Fallout76Custom.ini

      [Archive]
      sResourceArchive2List=CustomGoonAlt.ba2

Sorry, I should've named the file same as v2.0  so, people won't get confused ;(

      Thx for your response

for some reason either V2 or V3 is working for me. Other replacers i have installed are working without any problems.
(CageArmor, to replace the collar for example)
I even deleted every other mod i had installed, still not working. ;(

for v3 i only need to install v3 with == [Archive]
sResourceArchive2List=CustomGoonAlt.ba2 ===in the costum ini, am i right?
Or do i need to install v2 before as it is 2mb bigger then v3?

if you have wrote down the file name correctly in "sResourceArchive2List=" then it should work fine.  v2 and v3 are independent file so you just need either one of them.  i don't know why it's not working for you ;(  maybe try using this to install your mods https://www.nexusmods.com/fallout76/mods/546 i use them to install and organize my mod order was well.
i hope it will solve your problem.
i'm currently rocking the v3 myself in game so i know it works.
as for v2 thanks for pointing out the file size tho lol  for the v2 i simply forgot to compress the dds file using dxt-1format when i was saving the file, but i figured it shouldn't cause problem impacting pc performance, and many texture mods out there don't even bother compressing anyway, so i left it as is ;P but if you wish i'll make an update for that as well.

      [Archive]
      sResourceArchive2List=CustomGoonAlt.ba2,ore_glow.ba2,AshesToMeat.ba2,ImprovedHealthBars.ba2,CagedArmor.ba2,
      [Camera]
      f3rdPersonAimFOV=110.0000

this is how my costum.ini looks right now.
      Everything works, except yours. :D

.ba2 v3 is in the data folder of 76 of course.

i cant find out what im doing wrong, this drives me crazy. I can run over 250 mods in skyrim but fail at this XD

i am so sorry to hear that.
i do understand your frustration ;(
well, i haven't got any reports regarding problems on this mod from other people yet, so i have to assume this mod is working in order.
i will continue look for solution for you, but in the mean time please check if anything else might be causing it to not work.
      good luck ;)

you sounded like you have quite a experience in heavily modding skyrim and stuff, so i figured that you are quite familiar with using TES5Edit.  i found that there is Fo76Edit https://www.nexusmods.com/fallout76/mods/30
you should try using this to see if there is any conflict with my mod in your data file and what not.
i checked every thing in my files i uploaded and there shouldn't be any problem as far as i can tell.  at this point you gonna have to trouble shoot yourself.
i really hope things are gonna work out for you ;)

Yeah, it's always little things that messes up with modding experience Dx
That's why I play 76 because modding is limited and and simple i can actually play the game once lol
I hope you will resolve the issue soon, good luck ;)
My knowledge of modding is intermediate at best, but if anything I can be of help I'm happy to help for sure ;)

I really love this! I might make it my new outfit
Could you do something with the sleeves and gloves? I really wish the gloves were fingerless (I know that's a mesh thing but maybe a clever texture could give that illusion). Maybe fishnet on the arms or one arm and a hazard sign on the other?
Anyway, the outfit looks 100% better, so thank you!

Hi, I really appreciate your compliment ;)
I'm very happy that you like the change I made.  It makes me feel the several hours of work was paid off lol
Yeah, I wish I could've done something on meshes in this game ;(  They apparently use different type of .nif file than the files in Fo4.
If this same outfit was in Fo4 maybe I could do something with mesh, but since this is only in Fo76 I don't know if it's possible to work on the outfit mesh.  If I could've done it I also wanted half finger with black nails showing or something for sure ;P
Maybe I could put some patches on the elbow part or on lower arms.  Though, if you look at the texture file it will be very difficult to guess what part of image is going to be look like on actual in game model. There is lots of guess work and I have to boot up the game every time I make little changes.

Yeah, I checked out the textures myself (yours are great ). Instead of booting the game to see the effect you can look at the model in Nifskope, you just can't change anything with it. Nifskope Dev.7 or .8 will show the mesh for you, just reload to see any changes you make I think I got my Nifskope link from Reddit. Sorry if you already know all this
And thanks again for the mod!

Wow, that is gonna change my life completely xD
I had no idea there was way to check the .nif file for 76. I thought the devs made sure we can't use Nifskope lol
I'll check that out, thanks ;)

Oh, and by the way, you mentioned about the fishnet thing, and I think I have an idea.
I can't implement it on this outfit but I can make the female body wearing fishnet.
I'm making plans to put on pentagram harness with tattered fishnet that kinda goes from around the strap of the shoulder piece of Goon armor to the right side shoulder and covers right arm.  So, it will be like diagonally covering right side half of the upper chest with fishnet with holes and tear if you understand ;P It's gonna be tricky but I might make that happen stay tuned lol

    Hi there,
Thank you for your interest in our prize draw with Republic of Gamers. I have noticed that your mod has been entered into the Themed Mod category but does not appear to feature any kind of ROG theme. I have removed the tag for the themed modding category from your page.

If you feel this is a mistake, please consider updating your description or images to show the themed content and re-adding the tag.
You can read more about the entry criteria in the article linked above. Mods that do not feature any themed content will be disqualified before the final draw is made.
This does not prevent you from entering the main draw with the "20 Years of Modding 2021" tag.

By the way, guys this texture should work on male version too in case if you were wondering.
there is no separate file on this outfit at default, so it should work on male and female.  I don't have male character myself, so there is no confirm and quality assurance ;p
If you wear this on male i think it would be the same but except the chest bandana texture.
The chest part won't show automatically on male no need to do any modification on your end.

A mod request. Could you possibly port over the Stealth Suit - New Vegas mod for Fallout 4 into Fallout 76 as a replacer for the Chinese Stealth Armour? There's unfortunately no alternative models available for that Armour available currently, but that mod seems perfect as an alternative. :D

I might be able to make one but I don't have chinese stealth armor myself, so I have no way of testing if it actually work.
I could test it on any other outfit and see if replacing works or not, but honestly I am not so motivated to make just ports of other people's work, sorry ;(

I think he meant without the pauldron model, but as far as I know it's not possible to edit FO76 meshes themselves

Unfortunately we can't do anything involved with meshes,
since the Nifskope isn't operational with the type of the meshes used in Fo76 ;(
If i could use Nifskope I could probably fix the texture glitch problem on this outfit.
As many of you guys probably notice that this particular outfit has texture glitch on upper torso skin.
In my pictures the texture is rendered correctly but it isn't always like that.  I have to reboot the game few times to get the texture rendered correctly and it's very annoying lol
