This mod requires manual installation unfortunately. ^^; It was created back before mods used the Mod Loader so isn't compatible with Reloaded.
An alternative to this mod is Custom Difficulty which is fully compatible with Reloaded and does everything this mod does except with a higher level of customization available.
It allows you to change the difficulty settings of:
Enemy HP - how much HP regular enemies have
Enemy Damage - how hard regular enemies hit Clive
Enemy Flinch - how easily regular enemies are interrupted, knocked back, or knocked down by Clive's attacks
Enemy Aggression - the number of enemies that attack Clive simultaneously
Boss HP - how much HP boss enemies have (boss enemies are those that have stagger bars)
Boss Damage - how hard boss enemies hit Clive
Boss Stagger - how much Will damage is needed to deplete stagger bars
Blanket settings - all other unidentified settings can be set to mimic a different difficulty mode
Potion Cap - option to lower number of potions Clive carries into battle
High Potion Cap - option to lower number of high potions Clive carries into battle
Firelight Cap - option to lower number of firelights that can be carried during Eikon battles
Thanks for the great mod, I used it for most of my playthrough and it worked perfectly. However I switched to using Reloaded-II to add a couple other new mods but BasicDifficulty (with manual installation) stopped working so I deleted the .pac file and tried the Reloaded-II method using your provided Compatibility files. I followed the instructions but the mod doesn't seem to get accepted by the mod manager (as another user pointed out below). I've had no issues adding other mods. Could you please clarify the Reloaded instructions, perhaps with a screenshot or something of the final folder structure?

I managed to get it working with Reloaded II. With the manual installation, Reloaded II keeps deleting the 0007.diff.pac file whenever the game starts.
Drop the zip file in Reloaded II and it should work now.
If you don't want to use the file, you can do it yourself by downloading the other modular difficulty mod on nexus and replacing the existing 0007 folder in it with the one from this mod (ModConfig.json is required for Reloaded II to accept it so I just reused the modular mod's config file and kept the naming convention). 7z it and drop it in the Reloaded II window. Hope this helps.
Have a quick question. The Final Fantasy XVI Fix mod has a difficulty section and a damage dealt to Clive modifier (-5x to +5x). Do you know if this and your mod can work in tandem or not, and if so, would that setting be multiplicative to your mod or vice versa?
wondering the same. I've pasted the file in the FF16/data of every mod i have with reloaded II, but so far i don't see a difference about the damage or in ennemy behaviour so far.
From my initial testing (new to the game, but extensive experience with games, difficulty mods and balance), I feel like "Basic Difficulty Casual and More Health" is the best feeling version, at least in the initial normal difficulty. Will have to see about FF (NG+) mode.
Thanks for this mod. Reading reviews and people's opinion, it sounded like this game was way too forgiving and allowed people to just mindlessly button mash even the hardest fights without a single game over. So I found this mod before starting the game, and it makes the battles feel comfortably difficult (similar to FF7 Remake or a Kingdom Hearts Proud Mode). There are some decent bones in this battle system that definitely would've been overlooked, so I'm glad this mod was able to let the game show it off.

The funny thing is that I found the FF difficulty on NG+ (without the mod) easier but the enemies were more aggressive so it even things out, I guess.
