what tool you use to edit the mod file ? i need a tool to unpack a mod, edit the file inside it and then repack it into a mod again. please tell me what tool you use ?

You didn't share your mod list, but it's probably because you have a second Cloud or Scarlet mod active that is conflicting with this one. Until other merged/compatible mods are made, you should only run this one and no other Scarlet/Cloud mods (unless you test and find compatibility).
I keep getting a fatal load error when I try and load the game when I put the scarletovercloud files into the mods folder. Do I need to have any other modes installed for this to work?
No I shouldn’t. Make sure u have all three files in, and haven’t changed the name of the files either. Not sure if folders within. The mods folder affect anything. Also obviously no other cloud mods installed either
Played around with it a bit. For some reason when I removed all the other mods and only kept the Scarlet mod I was able to load in okay.
I then re-added each of the other mods 1 by 1 to see if any were interfering with each other, but by the time I added everything back the game still worked. So maybe having the Scarlet mod load without anything else once got everything else to work.
