If it isn't working, make double sure you've extracted it to where it needs to be! Don't just put the archive in the folder, you have to extract it.
Example paths: Forever Skies\ProjectZeppelin\Content\Paks\z_any_name_p.pakIf you don't see other `pak`s there, you're not in the right spot.
PS: The filename must sort (alphabetically) after the vanilla packs, which is why they start with `z_` and must end with `_p`. You can change the rest of the name as you please.
Some info before I continue: I have all four of your mods installed and at the time of experiencing this issue, my game was v1.0.0.0 build 39119.
I have materials like metal, synthetics, silicon, glass, copper, machine parts, etc. in the hanging cabinet. When I try to store similar items from my inventory, nothing is transferred. It's almost like the game is treating the chest as full when, due to the bigger storage and 9999 stacks mods, it definitely is not, at least visually. I tried moving everything to the larger storage box and experienced the same issue. I do have a large amount of some of the aforementioned items (approx. 2000+ of metal, synthetics, glass, and silicon), so I'm wondering if there's some kind of conflict happening there that the game is unhappy about. I have not tried removing the 9999 stacks mod to see what the chests look like, since I was afraid I'd lose items or break my save.

It is actually. There's a hard-coded (in the exe) limit of 10k items per container. (Technically called a 'weight' limit in the code.) I've been putting it off, but I do have a DLL wrapper setup to patch it. I just didn't wanna have to deal with setting up instructions for it.
It also has nothing to do with this mod, and the 9999 stacks description already goes over this.
No, that's not true. There's no file overlap or comparability issues.
What you're NOT telling me is the actual game version you on which would be the single most helpful bit of info. But If you compare it to the version number listed in the version/changelog here, you'll see they obviously differ. So, yes, the game updated since and I didn't notice/forgot. So they need an update anyways.
Playing the Airship Gardening Beta right now, works without any problems so far. The only "problem" is the new immunity indicator, it sticks halfway into the inventory.
The fridge has been included in a few versions ago. I'm not sure why you're not getting that one covered.
As for the limit, it's not part of the storage/item assets themselves. Literally the only entry in the inventory component is `GridSize`. It might be hard-coded or part of some blueprint somewhere that's a pain to isolate.
Not sure if its a bug in the mod or a weight limit on storage boxes in the game but if you max the stacks at 9,999 you cannot store all of the resources like metal, glass, etc. in storage boxes. If you put 1 stack of 9,999 in a storage box you cannot store anything else in the box.
Love it! Works for Me 100%! How about one that gives you ALL the Data Cards So you Do not have to run all over the place looking for them! just do not know to post this?

P.S. And please increase fridge capacity! (in "Joew's Forever Skies Tweaks" it is 10x10, but other crates much smaller)
