For mods just use my forge files like usual meaning to unpack and install the mod same same
Unlocks are local meaning if you uninstall my mod you're original unlocks will be back as well your locked ones.
(Seems it's per-character that loses things (50/50) when uninstalled so use a new character if you got a free slot. See comments.)

I'm not sure if having everything unlocked and then doing something to unlock said part will make it save to your account when you uninstall the mod so heads up!
Meaning if you don't have say a raid weapon but you use this mod to unlock it then actually got the raid weapon, I'm not sure if it will stay unlock when you uninstall.
