This bug bothered me quite a bit and I couldn't find any other mod which actually fixed the root of the problem so I decided to try for myself, and finally figured it out. This isn't so much a mod that fixes it as it is a way to fix it yourself. I've included the files you will need to edit and a readme on how to do it, so please read carefully. This is the first time I've ever modded a game myself, so if this fix doesn't work for you I apologize, but it's what fixed it for me so I thought I should share.
So far, I've only figured out how to fix it for male pc but I'll keep looking through the game files for a way to fix the female pc. If anyone better at modding than I am wants to know where I found these files to look for a way to fix it themselves, it was in data/characters/_cha_hum after extracting from data.spk. I looked for _cha_huf, but didn't find one. Maybe because I've never made a female character, I don't know.
Make the required edits, save the files, and drop them into your datalocal folder. Notepad++ would make this easier for you, but is not required to edit these files.
