I know every one is fed up hearing about supposed fixes to the stuttering and low FPS issues, but these 3 actually worked for me on a 5600x and 3070. Before I did this, I was getting dips to 20fps and even below, some cutscenes went to single digits. I'm not sure exactly which one fixed it for me since I applied these all at once, but I hope this works for others too!
Enable hardware-accelerated GPU scheduling (I had turned this off because it caused issues in another game, I can't remember which one). Windows search for "GPU" to find this setting, a restart is required.
Navigate to "AppData\Local\Hogwarts Legacy\Saved\Config\WindowsNoEditor" and backup "Engine.ini". Add the following to the bottom of the file and save it:

This only applies to Nvidia users, set the shader cache size to 10GB in Nvidia control panel global 3D settings.
Edit: Wow! I posted this just before bed and super glad to hear it's working for other people as well - I knew it wasn't placebo! The game definitely still needs some optimization patches, but at least it's actually playable now.
I forgot to mention, if you have a GPU with more than 8GB VRAM, you can change the pool size from 3072 to 4096, this should help even further. Below are the recommended values for r.Streaming.PoolSize depending on your GPU memory:
6GB - 2048
8GB - 3072
12GB+ - 4096-5120 (Some people have reported setting it even higher can help on high-end cards like the 4090). I would recommend trying 4096 first, if you notice no improvement then you can try setting it to half of your GPU's VRAM size. This only applies to high end cards with more than 12GB memory.
It seems like the Engine.ini fix seems to do the trick for most people. You might also want to try with TextureStreaming turned off (set to 0), some people have said this gives them even better performance. I've not noticed a difference myself, but it might vary depending on your PoolSize setting. Do not set your PoolSize above 3072 if you have an 8GB GPU as it makes the low frame drops return.
Ive been experimenting with the settings for days trying to tune a balance with RTX and 4k or no RTX with 4k and same variants in 1080p to find the best balance between graphics and peformance. Your suggestions got me to place I am visually happy and getting 60fps or more constantly.

Man, It worked better than Ascendio and SLPF. Actually I have installed all mods at the same time. But the one that make a huge difference was this method. OMG!! thanks a lot. Now I can play this game!!!
I tried this and it caused my game to freeze worse than anything else I've tried. Before, I had between 45-99 FPS depending on the area. (99 in the Undercroft, 60 most of the time, but some drops to 45 at the very lowest which is what I'm trying to fix).
After trying this, game went to 10 FPS after loading in, then it froze for 15 seconds, and then would keep stuttering for no particular reason and going back to 10 FPS or freezing completely for a few seconds at a time.
May be worth trying tho since it seems to work for others. Just wasn't the solution for me.

I have my own reason why Win+R and typing %appdata% was useless (I have no /Hogwarts Legacy folder in my /Local; Iong story). Just use search option in C:\Users\*username*\AppData (type "engine" into the search line). You will see the file, I have located it in C:\Users\%MyName%\AppData\Local\Phoenix\Saved\Config\WindowsNoEditor typing
this is work for me, the fps increase but the ame graphic turn to PS1 like graphic, i already dowload that ps1 graphic fix but its not compatible with this config file mod.. any suggestion? pls help
I have the game installed on my second ssd its loction is, D:\SteamLibrary\steamapps\common\Hogwarts Legacy and i cant find config anywhere in there, where can I find it?
thats the wrong file location you have to do Win+R and type %appdata% and then go to hogwarts legacy and u will see it, read the description all the way to see what u gotta do
BRO! This made the game playable for me, went from 60-70 fps in open world. 50-60fps in Hogwarts and Hogsmeade to 90 in Hogwarts and Hogsmeade! Thank you so much!
I have CPU AMD-5900X, GPU RTX4090, and this mod doesn't do anything....This game is CPU bound, like most game nowadays, I guess this is for GPU optimizing
Hey, I was having the same problem where my CPU seemed bottlenecked for every game possible literally this game was almost unplayable for me until I tried The Ascendio - Unofficial FPS Hotfix for PC mod but it wasn't the mod that fixed it it was his memory guide in the description that fixed my problems you should try it and see if that fixes your issues.
Forcing V-sync is likely not the best thing to do. Unreal Engine 4’s V-sync is garbage, no matter what game it runs. I’ve gotten significantly better performance by enabling V-sync in the GPU driver instead.
Game v-sync OFF GPU Driver v-sync ON (optional) Triple-buffering ON may help reduce stutters even further at the cost of negligible input latency.
