Buffs horse's speed-stat by +30 while the corresponding perk is active
Makes the horse surpass the speed of sound while the corresponding perk is active
Alternative version only buffs the horse's speed-stat by +30 (up to the maximum of 60) when the corresponding perk is active. No afterburner.

The perks remain active for a while even after leaving a road or the wilderness.
If you unlock both perks through any means, and they stack, your horse might be unable to gallop. I suggest just using the alternative version instead.
