I'm gonna go out on a limb and say commenters are expecting the horse's stamina to be impacted, but the values are actually the stamina consumed by Henry while on horseback. While playing around with custom values for myself (I only want to be able to sprint for X distance) I noticed Henry would end up out of breath (with no other consequence). The horse can already go forever if you have the "Just a little more" perk

Friendly reminder that what you personally like can be different than other people. Some people like to mod their games to be harder than Zeus' horny dick because they love hard challenge or want to do a souls-like run, and some others like to mod it to be easier or less stressful.
Maybe they work stressful jobs and want to make this game easier to relax after a hard day or maybe some just want to enjoy the story and narrative without the hassle of stressful combat/survival mechanic/etc and some others mod this game a particular way because they have circumstances that prevent them from enjoying it normally. Your game, your money, your mod list, your play style.
There is zero shame in preferring either way, but calling it 'stupid' because it doesn't suit your taste is, ah, a bit silly so to say.
TL;DR: Don't like the mod? Don't download/use it, simple! No need to be a dick about it.
The stamina management in this game, like in the first KCD, is hateful, learn to respect other people's tastes. If you don't like a mod, don't download it, but don't judge those who think differently from you.
