Great idea but I'm not sure it's working. I installed this using Mods Manager on a fresh install. The License was there when I got to the Normandy, but every time since no new items apart form a few Revoke Licenses. I'm level 21 so I should be in level range for some items to drop/spawn at traders.
Maybe I just need to wait longer. The only mods I have are these:

Can anyone report on how long it takes for these items to populate? I haven't bought any other Licenses in the game, just Black Market.
Edit: It seems this mod no longer works or is particularly finicky. I can't imagine how I would have installed it incorrectly. Seemed like a fool-proof process to me. The only outlier would be if it takes a very very long time to start working. Currently at level 24 and not one item from these manufacturers has dropped or spawned in trader inventories.
I would use the console method but I don't like getting freebies in such games. If only traders would keep stock you sell to them so you could buy it back at inflated prices.
Wow, I think the mod might be working- keyword "might" At level 28 I got my first Black market drop- A Terminator AR from Batarian state arms. Being that I've looted probably close to a thousand items at this point, I'd say its more likely that this is connected to BDTS DLC and not the mod. Though I found said item during UNC: Colony of the Dead on Chasca in a crate.
I don't have very high hopes that it was generated by the mod, but if it is, then we at least know it can take a very long time to find any Black market items. Will update if I learn anything knew.
One other possible reason that this might not be working is that it wasn't designed for all difficulties. Not sure if that is even possible but maybe it works differently on higher difficulties where a lot of things are scaled differently, perhaps even loot tables.
The mod works fine... maybe not for you, but that's not a reason to generalize. By level 28, you should already have seen more items, although many still only unlock after ~36. Loot tables have nothing to do with difficulty.
You can start BDTS or play some of the Cerberus quests, as the enemies in those areas are practically guaranteed to drop BLM loot. The Normandy requisition shop is the one most likely to have some of those items, though it's random. So another good way to test is to save e.g. on a planet after levelling up but before returning to Normandy, you can load from there, return to Normandy and check the shop (if you do it multiple times, it should have different inventory each time).
Hey, thanks for the reply. I enabled logging in all fields and started the game but I can't find logs other than the game logs in Documents\Bioware\Mass effect\logs.
I just don't understand what I could have done to install it incorrectly. Doesn't seem like there is a way to foul that up. I never touched anything in Mod manager. Just set target, dragged the archive over and hit install.

For logs, the links from mod manager are enough, no need to look for logs and copy paste manually. The one you posted are game diagnostic. There are also the application logs (about what happens in mod manager) that you can upload from the same screen, which can sometimes be useful if there was a problem during installation.
Besides adding a DLC, my mod should replace one Basegame file (PlotManager.u). If that one is not replaced, it would explain that you don't get the items. I don't see it as modified in the logs so that is likely to be the problem.
Find that file in the CookedPCConsole directory of the game installed, see if it has been modified. Try to install the mod once again (you can click import mod when you drag&drop it over mod manager, so it stays in your library and is easier to uninstall/reinstall). If you don't have texture mods installed, it's safe to reinstall like this. Check again if PlotManager.u was modified. Check if it works in-game like I wrote in my previous comment. Otherwise replace the file manually and check in game. Let me know how it goes.
Thanks for getting back to me. I don't seem to have a CookedPCConsole directory only CookedPC. In that folder I found the Plotmanager.u which was modified 18/05/23 which I'd say is when I installed it.
There is another file by a similar name in the mod DLC directory (PlotManagerDLC_BlackMarket.u) modified 2/12/20. Not sure how relevant that is lol.
Regards the log files. I got the impression each of those logs represent separate Mod manager sessions. At least I couldn't find anything relating to Black Market in the other logs. So I took the liberty of posting the raw text of the one that handled the install. There aren't any other log files, just those 4. I think you got session 1. The others seem inconsequential. For the record, I enabled logging of everything in the options. So not sure where these application logs are. I thought that's what I posted lol.
So I should just uninstall/reinstall? I'll standby for your order in case there is something to be learned here for diagnostic purposes. Cheers.
Try reinstalling the mod, then check in game the Normandy store refreshed multiple times (actually do that). If it doesn't work, replace the PlotManager.u file manually then check in game again (yep it's CookedPC and CookedPCConsole in legendary, my bad, don't have the OT installed anymore).
For the logs, these are the application logs that you can also access and upload/share via the Logs and Diagnostics menu in mod manager (just above diagnostic logs in the same popup window, and you can select which session). But I don't see much related to the installation of the mod.
Roger that. Sorry, forgot to ask. Should I revoke the license, then save>quit>uninstall to purge it from my save first? Just don't want the game to have a spit because of multiple/conflicting records in my save for the licensing.

Buying/Revoking the license doesn't really matter. It sets some flags in your save file that do nothing if the mod is not installed. I looked at the log, it shows the details of importing it in the library but nothing specific about the installation besides "Submitted a background task to engine: ModInstall / Completed a background task: ModInstall".
Ahh cool. Well I uninstalled and reinstalled it. The Plotmamanger.u file updated straight away just as before. No Black market goods yet but at least there's not multiple Revoke licenses in the Normandy shop anymore.
I'm not all that optimistic that we sorted it out. The plotmanager files updated in both instances so maybe it wasn't that. Guess we won't know for sure until I cycle the shop a few times.
The biggest mystery to me is that this was a fresh/clean install with all three mods being processed identically and in immediate succession. I just can't fathom how it would not be correctly installed. I don't have and have never used any texture mods either which should simplify things. The only manual file tampering that occurred was (m_nAchievedCombatDifficultyOverride = 4;) in DefualtGame.ini - Aside from that it should be clean as a babies behind.

Well crud, not only are there no BM items but now RO officer refuses to regenerate stock. I've been cycling between Citadel and Noveria about 10 times now and all that happens is he toggles between two extremely similar shop templates. Also noticed that Opold now has multiples of his licenses, as does RO.
Even if I save-scum the RO nothing changes. I'm not getting anything from the other licenses either. No Serris council or Geth items. All he sells is the same 4 spectre items and the rest is tier 3 crap and two revoke licenses. The only thing that ever changes is two Roskenkov items are added, always the same two items.
Also weird that upon entering Citadel after reinstalling I got an old broadcast about the reporter uncovering a crime syndicate, which I'm pretty sure is very old news. Possibly unrelated for all I know.
As a last-ditch effort I bought the Revoke license, saved and quit. I guess I will cycle stations a few more times then buy the license again and then cycle some more. See if that helps. Though it seems like something is broken now.

To save-scum the RO, you need to level up and save before the stock gets refreshed. I used to test from a save on a planet, get back to Normandy, get to the Normandy store (which was then refreshed). Reloading from that save on the planet would then ensure the stock gets a different refresh. I think it gets defined when the area is loaded, not when you load the store itself (so saving already in the hangar bay doesn't work, CIC maybe not sure).

Just to clarify, stock is replenished upon trader interface. I've already done a lot of save-scum shopping prior to this and vouch that it works this way. I can only assume you mean the flag for trader restock happens on cell/dock load. How and under what criteria that happens is still a mystery to me. I've read reports stating that only planet traders require varying level advancements to trigger restocks whereas RO triggers on interaction with any major port. Both conditionals seem to hold true for me, but after the reinstall I can't seem to trigger a refresh, even when going port-to-port and interacting with all traders.

I have no idea why, but your mod doesn't work for me. I can buy the (or revoke) the black market license, but only items I've seen in game, over 2 playthroughs, is Hoplite armor (red and white version) and medium/heavy Spectre armor. Other weapons, armors and mods that should be available neither drops from enemies nor they are ever in shops.
Edit: After writing this, I checked and I think I get those two armors from ME1 Recalibrated. So, yeah, your mod doesn't work at all, aside from black market license showing up.

Awesome! But one issue I run unto with these armors is that on FemShep, her hair will clip through the helmet, but it doesn't happen with vanilla armors. Any ideas on how to fix this?
Honestly, I never noticed that. I don't tend to pay that much attention to such things, so if it's minor clipping I most likely just missed it (or maybe it depends on the hairstyle). But either way, I don't know how to fix, mesh modifications in ME1 are particularly complicated.
Finally, a way to get these items without having to go into the console! (I'm not against console cheats on principle, but it's always preferable to have the option not to use them.) Thanks for all you do!

Just to clarify, stock is replenished upon trader interface. I've already done a lot of save-scum shopping prior to this and vouch that it works this way. I can only assume you mean the flag for trader restock happens on cell/dock load. How and under what criteria that happens is still a mystery to me. I've read reports stating that only planet traders require varying level advancements to trigger restocks whereas RO triggers on interaction with any major port. Both conditionals seem to hold true for me, but after the reinstall I can't seem to trigger a refresh, even when going port-to-port and interacting with all traders.

Edit: After writing this, I checked and I think I get those two armors from ME1 Recalibrated. So, yeah, your mod doesn't work at all, aside from black market license showing up.
