I don't really know, but the game's window must start later and ends earlier than the mod's default. The mod doesn't change the original game's offset windows, so you can set all values to 0 to disable the mod and have original game's experience.
For a close to vanilla experience, take the mod's default and set the start of ground offset and air offset in air to something around 15. This gives you rockstedy at the start of the offset and parry during the phase of swinging the glaive.
They define the range of time in frames when damages on hunter are disabled. Setting all to 100 won't make any difference because hunter's damage is disabled from the 100th frame to the 100th frame of the action (which means never). To see some obvious effect, change all Start to 0 and End to the maximum, you'll see your hunter not taking damage during the entire corresponding attack action.
