Hey, since none of these textures really suited me and Baldurian's Scum mod (which was the first to use transparent meshes I believe) is a bit dated and the texture a bit small I made my own quick and dirty version which I think is a bit more vanilla friendly. I see the same thing with New Starfields' stars when looking up at the sky. There's just a circle of missing stars wherever I look that seems to match the behavior I see with scum, sans the distances involved.
i been having the same problem and been struggling to find other reports trying to troubleshoot the issue.
i ended up testing every scum mod i could find. in the end it seems to be directly related to the texture file "tx_bc_scum.dds".
there is 3 texture options that appear to work without this visual issue: -Scum Retexture 1.2 Alternative 1 -Scum Retexture 1.2 Alternative 2 -Vanilla Friendly Scum Texture https://www.nexusmods.com/morrowind/mods/44321 -Baldurians Scum Texture and Mesh Replacer (2011, very low resolution texture) https://web.archive.org/web/20161103125838/http://mw.modhistory.com/download-56-14386
ps: "Epic Plants" > "Scummy Scum and VanillyPads". You still want to add "Perfect Scum" to align the texture with the water levels.
For me this is a must use. I have gone with alternative 2 which I feel makes the standing water just appear more realistic and integrated into the land. I love it.
This is legitimately one of my favourite mods. The way the water shaders sparkle through the leaves in Alternate Texture 1 gives these ponds so much depth and beauty!

Parts of the texture go away when your camera is close enough. Only *parts* of it.

The foam is what's disappearing.
With alternate textures, it becomes even worse, because it's generally the greenish "scum" that disappears.
