For folks trying to replicate this in GIMP, the best option is Filter > Artistic > Oilify.
From there, adjust the Mask Size to about 14, and the Exponent to about 8. You'll need to play with it a bit based upon the texture you're modifying and how closely you're trying to match PeterBitt's original. If you want, you can also add a little bit of Noise beforehand, and a smidge of Gaussian Blur after.
In addition, there is a Batch Image Manipulation plugin that should be able to handle all 3 of those operations, allowing automatic conversion in bulk, but for some reason it wasn't very keen on running Oilify my PC and crashed. I encourage others to try though.
Here's a comparison of woodelf_f_04 in MWW and a very simple Oilify using the values I specified above. Took me about 15s to do, and while it could use a bit of fine-tuning, it's certainly in the right ballpark:
I just remembered that some asked me about the settings so here they are. Nothing fancy so people should be able to make their own patches with no problems. The results vary depending on texture size. Also dont forget to correct the contrast as the filter reduces contrast. For many textures get familiar with Photoshop automation. Please share your patches with me so I can add them to the nexus site.
Absolutely love this mod, it's had a permanent place in my game for years now. Any update on a Tamriel Rebuilt patch? Would love to see the same effect applied to the mainland.

Greetings. I downloaded this mod and put the textures into the data files, I then started morrowind and see no difference in the textures please help :)
Man, I love this mod so much. Recently started playing around with a watercolor shader on top of these textures and I'm really digging the look. Still trying to get the colors right, but here's a few quick shots I took while futzing around in Balmora.
First off really love this mod, its simply amazing. I wanted to know, however, if one's allowed to post tweaked versions of some of these textures as a submod of sorts, such as say, darker/lighter variants of a wall texture within this mod and so on.
