I like the idea of the mod, to restrict access to trainers and spells especially early in the game, so that you actually have to work harder for it... but there are some glaring issues: commoner NPCs tell you that you can use a guild guide at the Mages Guild to teleport for a fee, implying the system is a part of 'public transport' and everyone uses it, but with this mod, the guild guides refuse you service unless you're in the guild; Gildan from the Blades tells you to buy weapons from Wayn in Fighters Guild, but now he won't sell you anything unless you join the guild; Ajira advertises all these potions she sells, only to tell you you can't buy them when you try to barter, etc. There should be some exceptions for such NPCs to make the mod fell less self-serving and 'moddy' (i.e. exists just to punish the player) and more naturally fit into the game.

EDIT: it appears that the revised mod does what I had in mind, at least in part. Only found it after posting this. :D

If I use Lore version ( so the one which not edits ranks ) can I disable this mod midgame ( to lets say buy glass bracers in Ghostgate like mentioned in previous comment ) and than again enable the mod and continue playing without any issues ?

And if yes than a mwse version with an option to enable/disable mod would be great so I would not have to close the game.

After thorough testing of this mod, I have a renewed opinion.
The mod works as advertised and that is great. It also makes the game far more punishing. Unfairly so, I'd say. The problem is that ranks in Morrowind are all over the place. At times you need a considerable rank just to be able to barter with an inn owner (Ghostgate). This means that many NPCs who give services need to have their ranks adjusted as to put some sense behind the service requirements.

Overall, I really like the mod. But I do wish Morrowind's rank distribution made more sense. This doesn't remove other glaring issues of having service requirements work like so, e.g. you can only LEGALLY acquire Glass Bracers by being a high ranking member of House Redoran in order to trade with Dronos Llervu at Ghostgate.

I think the mod would improve *considerably* by gatekeeping training, spellmaking and enchanting as opposed to simple bartering.

Seems very interesting. And unforgiving. Thank you for uploading.
I also added a little extra to my copy of the mod using your framework. Now in my game when you are named Hortator of a House, its members start doing business with you. It always seemed silly how they are willing to go and die in a war under your command, but won't sell you a single ash yam anyways.

That's a really cool idea, Ash Ra, why haven't I thought about it!

Could you maybe share how exactly that is done? Or would you maybe even share your modification?

This was a great mod now made even better. I wasn't a fan of the surchage mechanic either, I felt it was poorly implemented. But this blends in seamlessly with the vanilla game.
