This mod is a simple proof of concept based on the legacy MWSE API. Unfortunately, I don't have the means to maintain it or provide updates, but anyone who wants to take up the reins is more than welcome to.
I remember it was a bug that carried over from the 0.x version, so it's possible there's been a fix or a workaround since then. It should also be possible to make it work with arrows added by other mods using the Lua API. Unfortunately, I no longer have a development environment set up for Morrowind mods.
There's the MWSE xSetCharge function, but it doesn't work when the item has never been used. It might be possible with a Lua script, but that's a whole Pandora's box I'm very reluctant to open.
I would add a known issue: projectiles from mods (such as, say, Imperial Steel Arrows from Tamriel Rebuilt) do not trigger the weapon's cast-on-strike enchantment. Only vanilla ammunition seems to do so.
