This mod tones down the ridiculous enchantment on Elvul's Black Blindfold, from
Damage Marksman to Drain Marksman.
The vanilla enchantment on this item includes Damage Marksman 20 points for 60
seconds, which would permanently damage the target's marksman skill by 1200
points (if anybody had that much marksman skill). This is insane; it was
clearly supposed to be Drain Marksman instead. Now it will only temporarily
drain the skill for 60 seconds (along with the Blind effect).
The enchantment is still auto-calculated, so the item should have the same
number of uses.

Use a mod management tool such as Wrye Mash, or just copy the plugin to your
Data Files directory and select it in the Morrowind Launcher.
