I don't know. On the other hand it may make some items almost useless. Fargoth's ring will have just 4 uses. I'll probably have to increase the charge of all the items in all the mods I use. I hope it is not as big of a deal as I think and it does not need any changes to enchanting formula or existing items.
The amount of uses you get from an enchanted item heavily depends on your enchanting skill. At higher levels you should get a lot more than four uses. Cost = baseCost x (1.1 - level/100) so if my math is correct at level 50 the engraved ring of healing should have 8.3 uses. ( 5 x (1.1 - 50/100) = 2.4, 20/2.4 = 8.3 ). Keep this in mind if you use a mod to increase the amount of charge or uses an item has.
This might be a very newb question, but how does the recharge work of items? I drag a soul gem to my character and it brings up a menu to choose which item to recharge with which filled soul gem, but it seems to do nothing. No recharge. Am I missing something? Is the value of the soul not equivalent to the enchanted value (the "points") that an enchanted item has? So, a rat soul of 10 would NOT recharge an enchanted item by 10 points..?
I have to say, I've never actually bothered to use soul gems or enchant my own items before (I've been playing Morrowind since release, so it's rather embarrassing to admit there are base mechanics I have never used!).
Edit: Ok, so it's clear that your Enchant skill governs the level of recharge from soulgems. Is there a way in the GMSTs to increase that amount so that somebody without much Enchant skill can realistically buy and use soulgems to recharge items?
Edit2: This mod (https://www.nexusmods.com/morrowind/mods/51249) seems to cover all bases: natural recharge is gone, but now you have options to pay for recharge if you can't do it yourself.
Excellent mod. Exactly what the game needs to fix the retarded balance. Essential and should have been this way vanilla. Endorsed and voted for mod of the month.
I did the same change for my game, as free recharging seems unbalanced for me. Also makes early game a bit more difficult. May work well with mod that adds 5% chance to found soul gems to be filled.

setting = tes3.findGMST("fMagicItemRechargePerSecond")
setting.value = 0
