I've had the same thing happen with Chayenne in Goodsprings when you're supposed to talk to Sunny the first time she goes aggro and then everyone does.
Did you apply this fix after getting in a fight with them?
Only Victor and Jane should be hostile after completing the suicide room, and the Securitrons won't be hostile until one of them attacks you. If everyone was hostile to you and you applied this fix, it probably won't fix anything - this fix only stops Victor and Jane from initially starting the fight with everyone.
This fix doesn't affect any of the other Securitrons, so if they are already hostile to you, it is most likely you did something to anger them beforehand, or you tried applying the fix after everyone started attacking you (which wouldn't work).
Sorry for my late response! Yes, I have tried this file to fix Victor but it doesn't work, he stays agressive and so does the other robots in the tower. I'm afraid I have to start a new game to talk to Mr House and Victor
It would be awesome if you could fix the issue. I have exactly the same problem and if you look it up in Google, there seems to be a lot more people who seem to bother with this stupid bug. Thanks for your effort!
Hmm, I thought some more on this as well. Failing the House always Wins could also be because Victor seemingly self-destructs outside the 38 after completing the suicide room (at least he did for me).
Again, I will have to look into this further and get more feedback on whether or not Victor is doing this for other people as well. He did in my game, but I had already talked to him to get into the 38 and had already turned in the chip. If you don't talk to Victor and get into the 38, but then do the suicide room, he will kill himself and the quest will fail since you have no one to talk to to advance the quest. Even this fix won't change that if he's blowing himself up.
I just realized last night that this may not fix the problem with the first part of "The House Always Wins" failing when attacking the robots in the suicide room.
What I think the issue is, but not exactly certain, is that the quest is failing because Victor goes hostile, and since you can no longer interact with him, the first part of the quest fails since you can't talk to Victor and ask him to let you inside the 38.
And easy workaround for this is to just turn in the chip to Mr. House as soon as you can - this doesn't force you into doing any specific thing and you can put off the second part of the quest as long as you want, just like the first. Not to mention you get paid, so you may as well do it as soon as you can.
I will need confirmation about whether or not the quest still fails with this fix once you do the suicide room. Since Victor is no longer aggressive, I would think it wouldn't fail and you would still be allowed to go inside the 38 and talk to house. If this fix doesn't fix that, this will have to be something I alter with factions, as it could be Jane and Victor are attached to the same faction as the robots in the basement.

I don't know what else to tell you - in my game, only Victor and Jane were hostile. You must have done something to anger them. =/
