Adds an NCR Veteran Ranger companion named Carl to the Goodsprings Source.

Note: Ranger Carl is still very much a work in progress. Please let me know if you feel he is over/under-powered because I am busy on his dialogue and AI.
NCR Veteran Rangers are this game's most bad-mule enemies, now you can have your very own to hunt down your enemies with.
Armed with Veteran Ranger Combat Armor + Helmet, Unique companion version of Brush gun.
Has Wait, Follow, and Return packages
Version 0.5 update:
Fixes dialogue, adds wait package, renamed to "Ranger Carl"
Version 0.4 update:
Corrects follow and quit packages, gives essential status to ranger while in companion mode
Version 0.3 update:
Fixes bug that prevents player from being removed from VeteranRangerFaction
Bugs: Wait package not functioning correctly
Other NCR Veteran Rangers may be invincible/act like Carl

To reach him fast, type "coc goodspringssource". He will be just up the path next to the well, somewhat hidden in the bushes.
