I guess the thing is though, then you get into mods that add things to formlists. And they're not all connected to the Explosives skill itself. Like Explosive ammo or things like that in certain scenarios. The formlist acts as a way for mods to add weapons or items onto the perk that don't have to be related to the skill but the properties of an explosive.
Well that and you may as well just use the formlist anyways since they made one to begin with.

I guess the best thing to do would be to slap on the good old 'OR' function and just get both of them working together... that'll work.
I'll probably do an update then in a day or so for this.
I might have solution to whole Demolition Expert problem which doesn't use any formlist. I am supposed to be happy about it, yet I felt stupid for some reason. The solution involves using IsWeaponSkillType in DE perk (preferably while using fedit) instead of form list.
All I can say is that all this changes is the Formlist. It does zero to the actual weapons themselves.
Have you updated to the latest FNV Version? They changed the Frag Grenade damage with the latest patch to be stronger than Dynamite. Originally, it was actually the same damage as it.
If you have, then the only answer I can give you is that it is possible that it's just from increasing your skill. Weapons continue to have their damage increase well beyond their skill requirements. So if you take Dynamite's 75 Damage with 0 Requirement and Frag Grenade's 125 Damage with 25 skill Requirement, it may be that Dynamite catches up with Frag Grenades when you are at 25 skill and beyond.
I have a problem, with this mod the dynamites have the same damage as frag grenades.Thats not right because I checked fallout wiki and the dynamites are meant to be weaker than grenades.
I've tested regular frag grenades and dynamite and I can tell the difference from the older explosions. But if they ignored mines it seems kinda stupid. For the most part I can still accurately remember the C4 splash range and it doesn't seem to have changed at all. I could be wrong, after all, I haven't done extensive tests.
I digress though, I forget this mod isn't about splash damage. Sorry about that.
After a few days, and someone on the Bethsoft forums testing it, they have fixed it so it should be all fine and dandy now. Splash Damage should work on all explosives, as it adds onto the range of an explosive, and it doesn't have a formlist like Demoltiion Expert. Maybe it just likes non-mine explosives?
