It seems you need to install something that depends on the Mod Configuration Menu (MCM). For example, after installing Dynavision 3 and its dependencies, I was finally able to see the MCM. I was testing if the mod works, and without anything depending on it, the menu doesn't show up.
not sure why but I keep getting CTDs when booting up the game with the mcm enabled in mo2 and it doesn't happen when it's disabled. it's never happened before and I've had the mcm installed and enabled for years
EDIT: the download must've been corrupted cause reinstalling it had somehow fixed it
I wish there was a reliable way to sort the mods in the MCM. I like how Fallout 4's MCM sorts alphabetically, but even then I'd prefer the ability to sort each mod individually. I want B42 mods on top so I can easily rebind for new games.

Ok you just have to download MODs that the Menu uses, now it works

To make the mod work (at least in MO2) make sure that you have not only checked the box in the left pane, but ALSO in the plugins pane on the right. For some reason it is not checked when installing the mod via the instructions provided in the Wasteland Survival guide. Works just fine now after that.
