To anyone with NVIDIA hardware looking for a solution, the easiest solution I found (that works so far) was to go to the NVIDIA Control Panel, navigate to "Manage 3D Settings" > "Program Settings" and select whichever Fallout you're running, then set "Maximum Framerate" to whatever you wish. Gamebryo (FO3 & NV game engine) is tied to either FPS or frametime, so generally high FPS will mean a sped up game. AMD might have a similar solution. I'm sorry to the people out there with (powerful enough) iGPUs-- I'm not smart enough to find a solution for you. Best of luck!
Found some more useful tips on a YouTube comment "maximum pre-rendered frames: *1* Power Management Mode: *Prefer Max Performance* Triple Buffering: *ON* Vertical Sync: *Adaptive* makes a huge difference!
I highly doubt you still keep up with these comments, 0x30, but if you see this THANK YOU so much for this mod! I despise having to lower my hz directly in nvidia as it affects various things with my monitor. But using your fix I have a comfortable 60fps without any ghosting or smudging when moving the camera.
