Removes Van Graffs hostility upon completion of the Cass quest via the peaceful method

*No effect on saves where the quest is completed (will work on ones where it's started)
*Do not bring Cass into the Silver Rush, the Van Graffs will become hostile

Technical Note
You can install this mod right before you turn in the quest to ranger Jackson and uninstall it right after, this mod only alters that little bit.
This mod does not delete, alter or add any NPCs, factions or scripts, it only deletes the activation of a vanilla script.

- Filing the complaint against NCR will take "years of paperwork" for the punishment to land
- The Van Graffs don't know the courier is involved in reporting them
- When using the Save Cass mod, Jean Baptiste and Gloria will be hostile if they see Cass still alive
- Simon and the guards on the other hand are unaware
