I completely agree with all the features, especially the one that changes so that it requires tin cans instead of cases. I never understood this part - It requires case, which something you get mostly by 'spending' that particular ammo. It makes no sense, even with Jsawyer.esp's altering.
With that being said, however. I don't believe this will make Junk Rounds perk to be viable, sorry to say. The game offers you more than enough ammo to spare which makes this perk still somewhat useless. You did a great job recreating this nonetheless.
There's always gonna be a huge usefulness or power difference between lots of perks, and I don't wanna play into that idea that every perk has to be equally useful because it's simply too hard to balance (and in all fairness, I would have to boost or nerf a lot of other perks too). Also, not everyone plays to min/max their builds or with super-efficient planning to be ready for everything, and with those caveats, you can run out of ammo at inopportune times, especially with other re-balancing mods that you might be running with. I personally use JSUE and added Barter Town for extra ammo purchasing difficulty:
