sugestion: Reduce the static filter by a bit and add a bit of reverb and echo on top with just a smidge of "losing the transmission" flavor.
(as in make it so the audio goes in and out of focus, like this: https://www.youtube.com/watch?v=xEbpYZBxXoU&ab_channel=PaulGrochocinski )
give it a much more "old timey radio" feel.

This was what I was thinking, give it more of a barely kicking, struggling radio effect, with intermittent cutouts instead of just having a layer of static on top of an admittedly good edit of the original.
The direction you were going with the effects on the source audio were really good, the static on top is just a bit overbearing.
Using the Fallout: 3 intro is a good baseline, have it wake up really groggy, struggle a little bit, but then smooth out into an old-timey radio filter.
maybe add some reverb to it to give it the effect of being played over a loudspeaker
