This actually could do with a rewrite on the background to make it not Sierra Madre, just a resort with same style.
Hell, make it a cloned project to SM, that preWar people sucked Sinclair's money, materials, designs etc to build it. Then said people's result got leaked to Enclave people. Then it proceed from there.
This mod let me reminds a Hearts of Iron IV old world blues mod‘s sub mod(Enclave Reborn)’s sub mod(Enclave+), There is an event in this mod, It seems that Enclave reformist restored the Sierra Madre Casino to pre-war.
Do you plan to do something similar with Lonesome Road/Hoppeville? Such a massive arsenal waiting there. It might be too f'ed up to be rebuilt as a proper city (tho maybe the enclave can bs their way into cleaning some of the rads) but would be so thematic to have military presence there, maybe even fighting and hunting down the tunneler to use them in a research project.

You can. Only Travel once with the Union Station Train from DC to the Mojave (regular TTW way) and play New Vegas until you reach the Lucky38. Then you can use the mod without problems.
You know what? I don't usually care for the Enclave as a whole, because there isn't something like this ever really shown in the games. Even in Fallout 2 they're just Semper Fi dudebros in power armor. Good on ya for making a bland faction have some depth. If it were me, I would remove the "Sierra Madre" logo over the gate and replace the T-Posing Enclave armor with maybe a hologram of the same thing (granted I dunno how hard that'd be to do) as it seems kinda weird, but all-in-all it's a really interesting use of one of the most underdeveloped factions. Big ups, I'll certainly install this after I get to the Mojave in my TTW playthrough.
Edit: Alternatively, you could set this up as a sort of "Return to the Sierra Madre" style mod, where you get an option to show up after Dead Money. Tie a trigger to the completion of the final quest to activating the teleporter, and have it be a sort of mop-up as a civilian overland base.
I believe the holograms are just normal NPCs with a hologram "outfit" item. If that's the case and i believe it is, you could make anything look like the hologram EVEN THE ENCLAVE POWER ARMOR! The issue is going to be keeping it still as it'd need to be an NPC. Maybe you can make it a mannequin??
Are you planning on somehow adding some background story to the Enclave claiming the Villa & Sierra Madre? How they dealt with the ghost people remnants and toxic red cloud. It would have to be after the completion of Dead Money, but I think It would take at most 20 years for the Enclave to find the Madre given the situation of the Enclaves lack of presence in the Mojave in 2281.
Well, here's a story: Because this mod needs "For the Enclave", there is an Enclave presence and a Courier in that faction. He told the General that he defeated Elijah in the Sierra Madre and convinced him it's a good place to live - hidden, luxurious, not too destroyed like DC or NV. Perfect for a faction like the Enclave that thinks they're kind of an elite and better than the rest. Just a problem with a toxic cloud. So the General send scientists there to deal with the cloud and after this, rebuild the town - maybe by mutant/wastelander slaves - Enclave typically?
To deal with the cloud take it's time, thats true, but not that long. Moreover, there is no really need of rebuilding, just cleaning and tidying up. And remnant ghost people vs Enclave soldiers with plasma rifles? Easy.
