This seems to be a reoccurring issue, by any chance are you using another replacer for the stealth armor? Or have a mod that alters the stealth armor in any way?
I dont have a way to check ingame with FNV rn as my drive got wiped and I dont have things set up for FNV modding
But there's two ways to check your issue, one is something happened during installation and reinstalling the mod without the modded textures might fix it. The other way is to load FNVEdit up and check the Project Hei Gui.esp and identify the specific issue you're having with the hands. They should be in the armor addon/formID list sections.
I think I figured out the problem, the mod is trying to reference a female chinese stealth glove for the right hand, but there isn't one the vanilla stealth armor only has a right handed male glove model and uses that independent of player character gender.
I dont have the tools available to fix the issue at the moment, so my suggestion would be to do what I did for my playthrough and download an armor mod that has a glove to reference, or if you know what you're doing, create a patch using FNVEdit that removes the reference altogether.

I think your issue with the console command is that you're typing in "xx00109A" while including the xx
The "xx" is a standin for your mod's position in the load order, so check your mod loader and see if you can identify that, for MO2 it's "Mod Index"
For example, FalloutNV.esm is always "00", and your first mod in the load order after all DLCs would probably be "0A"
Failing that, you can also simply find the recipe yourself by checking the containers in the room in Hoover Dam with the radioactive barrels, unless another mod in the load order is overwriting the containers, it should be there

I thought, "Did they really used this term to call these suits?", in all likelihood they probably just thought "Ooo! Let's call the stealth suits something cool like Black Ghost!" and put it into the Google Translate button without any clue or context of the word.
But while that word is derogatory towards black people, it's not exactly unique to just Africans but also to all dark skinned individuals, Indians or anybody with a much darker complexion than most Chinese. So I wouldn't call it the "Chinese n-word", it's just another aspect of the inherent xenophobia that exists in Chinese and most Asian cultures.

To any non-Chinese out there, it probably sounds like a cool name even when put into literal google translate. But to people who know Chinese, well it's a fun easter egg that'll make them do a double take.

Well, first thing you need is T6M Equipment Replacer otherwise MuteSignal's mod wont have the proper meshes and pathing to work
This might conflict with your Type3BG replacer, so my advice is that if you want to keep Type3BG for everything else except the CSA/HeiGuiStealthSuit, then there's two ways.
Option 1: Remove everything from the T6M Equipment Replacer that doesn't have to do with the Chinese Stealth Armor and load it after your Type3BG replacer.
Option 2: Remove everything about the Chinese Stealth Armor from your Type3BG mod and load it after the T6M Equipment Replacer.
The T6M Equipment Replacer is dependant on an .esp however, so you'll need to keep that running in your load order. Keep in mind that my Hei Gui Stealth Suit is not actually the Chinese Stealth Armor, they just share the same pathing for textures and models. If you want it to also have the same models and textures as the T6M suit, then you'll need to open FNVEdit and modify the pathing yourself to match the changes brought by T6M Equipment Replacer NV.esp.

But if you have GECK and if you're feeling particulary up to it, you could look into my files and copy the Object Effects of the Hei Gui Stealth Suit as well as the Object Script associated with it onto the Chinese Stealth Armor.

There's also a Bnb enabled replacer for Type3m Clothing that includes the CSA, just remember to load the original Type3M clothing replacer beforehand.
