To clarify, you must MANUALLY DOWNLOAD the FalloutCustom.ini and it MUST be placed in the following location:
Documents -> My Games -> FalloutNV
This is a required file for Tale of Two Wastelands. Also, it is not recommended to use BethINI with Tale of Two Wastelands, as BethINI can interfere with FalloutCustom.ini.(A common result of doing so is it may render your Archive Invalidation inactive, causing graphical bugs especially on the player and NPCs. If you make this mistake, then you may simply redownload FalloutCustom.ini and place it back here to revert the settings back to what they need to be.)
Gdhvd, I'd also recommend you disable mod manager download for this file as I don't believe mod managers will properly place this .ini file in the proper location automatically, rendering mod manager download useless.
